BAIDEL Group s.r.l., as the sole authorised representative of the Italian Institute of Welding (Istituto Italiano della Saldatura - IIS) and the IIS Group in Libya, attended to the meeting with H. E. the Minister: Dr. Yakhlif Saied Alsifaw, to discuss the development of the activities and projects foreseen in the Memorandum of Agreement (MoA) between IIS and the Ministry of Technical and Vocational Education of Libya and for the Minister's signature of the Economic Proposal related to the training project developed by the IIS for the Libyan Ministry.

Thanks to the support's activities of the BAIDEL Group, the Italian Institute of Welding and the Libyan Ministry of Technical and Vocational Education have defined, through the signing of an MoA, the guidelines for a three-year cooperation programme between the two Bodies aimed at developing training courses for Ministry staff, with the main scope of training specialised and certified professionals: welding instructors and coordinators (Welding Engineers) who can work in training centres and public schools that the Libyan Ministry has decided to equip with welding training facilities.

During the Steering Committee meetings, as provided for in the MoA for the development and management of its related activities and which were also attended by the BAIDEL Group assisting IIS in the various stages of the discussions, representatives from the Ministry of Technical and Vocational Education of Libya visited the Italian Institute of Welding's headquarters in Genoa, where the Institute's training facilities and laboratories were presented and the training proposal developed by the IIS for the specific requirements of the Ministry was discussed and agreed upon. This proposal is divided into the following projects:

• Education, training and qualification of personnel dedicated to the practical instruction of welders (Welder's Trainers Training)

• Education, training and qualification of personnel involved in the coordination of welding activities (International Welding Engineers)

• Education, training and qualification of personnel involved in non-destructive testing (NDT)

• Technical assistance for the implementation of a first welding laboratory/school in Libya

The Technical Proposal containing the details (contents, syllabus, requirements, objectives) of each training project was then approved and signed, and the Economic Proposal was approved and signed and, with the approval of the Libyan members of the Steering Committee, was submitted to the Ministry for ratification..

On 23 February 2025, at the presence of the head of the Libyan Steering Committee, Dr Jameela Ali Farhat Alshineeti, the approved Economic Proposal was signed by H. E. the Minister of Technical and Vocational Education of Libya: Dr. Yakhlif Saied Alsifaw, and was delivered to the representative of the Italian Institute of Welding in Libya: Dr. Matteo Baistrocchi of BAIDEL Group s.r.l.
